From the desk of the CB Chairperson

The CB Chair team is pleased to issue the second newsletter of the year.

Some highlights of the CB meeting during this CMS Upgrade Week in Karlsruhe are outlined below. In particular, a decision may be taken concerning the upgrade options for the endcap calorimetry. The progress of the draft for the Technical Proposal on the Phase II Upgrade will be assessed. The transition to the start of the terms in September rather than January for the Spokesperson and the CB Chair will also be on the agenda. Several options for consideration have been worked out, as requested by the CB (https://cms-docdb.cern.ch/cgi-bin/DocDB/ShowDocument?docid=12239). The transition to the new scheme has already been accepted for the L1 coordinators. Experimental Physics Responsibilities (EPR) will replace Experiment Services and Pledges (ESP), and there will be a brief update on the status.

The temporary CB Committee "Theorists in CMS", under the leadership of Hannes Jung and Joseph Lykken has finalized its recommendations. Rules and guidelines for publications by individual CMS members (https://cms-docdb.cern.ch/cgi-bin/DocDB/RetrieveFile?docid=12238), worked out by the so-called "Hindawi" temporary committee of the CB under the leadership of Kerstin Borras, and the use of open access CMS data (https://cms-docdb.cern.ch/cgi-bin/DocDB/ShowDocument?docid=12242) to be released later this year, have been worked out and will be presented at the CB meeting for discussion and possible approval. It is important that we adopt a proper code of conduct, without curtailing scientific freedom.

New co-chairs of the Career Committee, Archana Sharma and Paolo Giacomelli, will be proposed for approval as well. We thank the outgoing co-chairs Sarah Eno and Jorgen D'Hondt for their dedicated work, for the benefit of the young in particular. A call for new members of the Conference Committee will soon go out to the Collaboration. We remind you also to nominate candidates for L1 coordinators, to start in September 2014, if you have not already done so. You may send your nominations to the Spokesperson and the CB Chair, until 18 April, preferably through your Institute Representative.

The Thesis Award Committee with Greg Snow as Chair has made a selection of three award winners this year. We congratulate Dr. Lorenzo Bianchini (Ecole Polytechnique, Palaiseau), Dr. Joern Lange (Hamburg University) and Dr. Giovanni Petrucciani (Pisa). Giovanni's thesis was selected to be published by Springer. The Committee also coordinates Named Lectures. The first ones will be held in the names of Lorenzo Foà and Peter Sharp.
